9. Every producer who commercializes, markets or otherwise distributes a product in a reusable container may add to the return sites provided for in Chapter II the supplementary return sites the producer chooses and for which the producer is not required to comply with sections 25 to 40. The producer must however provide, for the redeemable containers returned to those sites, so that they may be considered in calculating the recovery, reclamation, local reclamation and recycling rates for redeemable containers prescribed by this Regulation, the information and documents that a designated management body requests, within the time limit it sets to do so, to allow that body to fulfill its responsibilities and obligations under this Regulation. The costs associated with adding sites fall entirely on the producer who adds sites.
